Documents certified by the State and destined for countries who are not members of the Hague Apostille Convention require State certification, U.S. Department of State certification (If required – call for info), and Embassy or Consulate legalization. Also, documents issued by the U.S. Federal Government can only be processed through the U.S. Department of State in Washington, D.C. before being presented to the Embassy or Consulate office for legalization.
