Regardless of what they call themselves, the role and function is the same as the Secretary of State.
Only the Secretary of State has the authority to issue an apostille on a U.S. State issued document. The County Clerk and notary cannot issue an apostille. In the United States, all States can issue a apostille. In Washington, D.C., the Secretary of D.C. and the U.S. Department of State can issue an apostille.
If you were born in Washington, D.C, the Secretary of D.C. would issue the apostille. All other Federal issued documents are processed through the U.S. Department of State in Washington D.C. If your document was notarized at a U.S. Embassy outside of the U.S. and for a country other than the U.S., the U.S. Department of State would issue the apostille on your document.
